Section - Comment
8.6 - "It is an error if the first child node of the Hierarchy with id='HY_INDICATOR_DISAGGREGATION' is not a Program node (CodelistAliasRef points to CL_PROGRAM)." - Need to state that systems that do not use Programs should use the "_NA" Program
8.6.2 - Again need to state that the _ALL Indicator set should be used for systems that do not use Indicator sets
