8.6.3 - "key('volatile_aliases',st:CodelistAliasRef)/st:CodelistID='CL_INDICATOR'" - There is an assmption here that the code-list for Indicators is CL_INDICATOR, yet we orginally stated that the concepts names are important and not the code-list names. I can understand that Cl_INDICATOR may be an exception which means there should be a rule somewhere stating that the code-list for the "Indicator" concept must be called "CL_INDICATOR"

8.6.1 .. * - "Test: key('volatile_aliases',st:CodelistAliasRef)/st:CodelistID='CL_VALUE_TYPE'", if I create a custom version of this code-list called CL_VT will this test still work?

+ - Suggested Additional Rule : Annotation element must always be accompanies by an AnnotationType value
