Part3 - Structure messages allowed without DSD? MSD ok without DSD?

5.2 - text implies that one could provide an MSD.xml without a DSD.xml. Is it intended? Allowed? Surely the DSD should always be in the package?
5.3 - With reference to part1, section 5, the wording does not clearly distinguish between a structure msg and a DSD message. Do we support the transmission of a Structure msg that is not a DSD, e.g. to transmit reference concepts and code lists only?
